HB 856 (Rep. Rob Kauffman, R-Cumberland/Franklin):  Establishes the intentional trafficking for financial gain of a non-U.S. citizen as a third-degree felony, punishable by up to 7 years imprisonment and/or a fine of up to $15,000; if the trafficked individual is a minor or sustains bodily injury, the crime is graded as a first-degree felony, punishable by up to 20 years imprisonment and/or a fine of up to $25,000.
HB 1904 (Rep. Kathy Rapp, R-Forest/McKean/Warren):  Clarifies that, under the agreement whereby Pennsylvania allowed the federal government to acquire land for the creation of the Allegheny National Forest, the federal government was not given the authority to pass laws or implement rules with respect to rights not included with the transfer of land, which include privately held and state-owned mineral and water rights.
HB 2016 (Rep. Brian Ellis, R-Butler):  Includes the trafficking for commercial sex purposes in the offense of human trafficking; establishes the trafficking of a minor as a felony of the first degree; establishes a parent selling or transferring custody of a minor for commercial sex purposes as a second-degree felony; and establishes a civil cause of action for coercion into prostitution.

Church members said Rev. Randy Harry, the senior pastor at Trinity United Methodist Church in Marmora, announced his resignation Sunday.
Harry has been at the center of controversy after news leaked of his arrest in Millville last November for loitering to engage in prostitution. The charge was later amended to disorderly conduct.
Teachers said that when news broke of the charges, Harry threatened to fire any teachers at the Trinity Nursery School who had discussed the matter. During a meeting on Wednesday, May 2, head teacher Jane Guyon said Harry called her after the arrest was reported and told her to assemble her staff. Harry said whoever had leaked the information to the press would be fired, said Guyon.
Members of the public yelled down church leaders at several points during the meeting. Parents of children at the school said they were angry they had not been told of the arrest until April.

Sgt. Barry Johnson of the GCPO fugitive unit, on security duty for FSS, met “at least six people that went and spent the whole day and didn’t have any warrants. They thought they did.”
GCPO community relations coordinator Shannon Fuerneisen, who volunteered for “crowd reassurance” duty, explaining the process and making sure people didn’t get lost, remembers one man who became an instant Free Safe Surrender advocate.
“He said to me, ‘Yo, this is no joke.’ I agreed. He then continued to call several of his friends and tell them to get down to AC to get their stuff handled before they miss their chance,” Fuerneisen said. “He called at least three people.”
The specter of warrants had a positive effect on at least one who came to the Convention Center. Senior Assistant Prosecutor Audrey Curwin handled the case of a woman who had been a prostitute and heroin addict and had been arrested on drug charges.

‘Um, the prostitution uh, came about probably around the same time the drugs did. I did finally leave Philadelphia um, and became clean. I moved to Delaware, came back, relapsed, and am trying to get myself back to, on the right road again. Um, it does have a lot to do with drugs but I can at least say this time, now I’m stronger than what I was now than what I was before.’

Police found two women inside the motel room with Dattilo, including the 14-year-old and her cousin, a 21-year-old woman who had previous sexual relations with Dattilo in exchange for money, according to Bensalem Police Sgt. Andrew Aninsman.
While interviewing the women, police found that the 21-year-old had coerced the teenager to go with her to the motel room with Dattilo, telling her that she would be paid $100 for sex with him. The girl repeatedly said no, but was brought to the motel anyway, Aninsman said.
Dattilo allegedly had sex with the 21-year-old while the teen was forced to watch, and then proceeded to fondle the girl, which he was doing when police arrived, police said.
Dattilo was detained by police Wednesday and then released during the investigation. He was later arrested on Thursday and is being held on $500,000 bail.
He faces charges including sexual assault and promoting prostitution, Aninsman said.

Arrest (false public alarm), 7 p.m. — Police arrested Matthew B. Molesan, 37, of the 200 block of Main Street, Delran, for activating the fire alarm, without cause, at the Econolodge on Fellowship Road, according to a report. The incident occurred on April 8 at 10:30 p.m. He was served with criminal complaints and released on $500 bail.
May 2
Theft — Two central air conditioning units, valued at around $15,000, were stolen from outside an office building at 14000 Commerce Parkway between 5 p.m. May 1 and 8 a.m. May 2, police said.
Arrest (possession of a weapon), 10 a.m. — Police arrested Kenneth Collymore, 33, of the 3000 block of Federal Street, Camden, after he turned himself in at police headquarters. Collymore was charged with possession of a stun gun and possession of a weapon by a person prohibited by law to possess weapons, police said. His arrest stemmed from an investigation that began on April 26 when Collymore was arrested for promoting prostitution. He was served with criminal complaints and released pending a court hearing.

He had sex with the woman in front of the girl in the motel room and was naked and fondling the girl when police knocked on the door, according to the criminal complaint.
The two officers, members of the Special Victims Unit, had heard the girl crying, the complaint said. After dressing and washing his hands, Dattilo opened the door and told the investigators he was an officer assigned to Philadelphia’s Second District in Northeast Philadelphia.
Police said the woman and girl met Dattilo in North Philadelphia and he drove them to Bensalem.
During the ride, the girl texted relatives, saying she was being held against her will, police said. They alerted authorities to her whereabouts.
Dattilo, of the 7200 block of Gillespie Street in the city’s Tacony section, was charged with a dozen offenses, including aggravated sexual assault, promoting prostitution, unlawful contact with a minor, and corruption of minors.
