Stratford massage parlors raided, 4 women arrestedJanuary 19, 2012|By James Osborne, INQUIRER STAFF WRITER
Police raided two Stratford massage parlors Thursday that are suspected to be part of a prostitution ring with connections to New York City.
Shortly after 1 p.m., officers swept into Heavenly Hands Massage on Yale Avenue and then the Natural Massage Center on West Laurel Road, arresting two employees at each place.
Detectives had been investigating the establishments for a month after receiving reports from neighbors of men parking down the street and walking to the establishments, said Stratford Police Chief Ronald Morello.
At both locations, undercover officers allegedly were offered sex in exchange for money. When police went to the businesses Thursday, they found only one customer, who appeared to be getting a legitimate massage. But they found hidden surveillance cameras with no monitors – believed to be a mechanism for someone else to track customer traffic. “It’s a network. These women travel around. They get busted, and they g …

Philadelphia Massage Parlors: Ex-Owners of Busted Massage Parlor: ‘We Left Because of the Clientele’
December 16, 2011
The former owners of the Collingswood massage parlor busted for prostitution confirmed that Rong Chen is the same person to whom they sold the business more than a year ago.
Chen is the 48-year-old Philadelphia woman arrested by Collingswood police Wednesday on charges of promoting prostitution. Police accuse her of propositioning undercover officers for sex in exchange for money.
After she bought the business in 2010, Chen changed the massage parlor name from Zhen Salon to Zheng Salon.
“That is the woman we sold it to, and she was licensed at the time,” said Steve, who identified himself as the husband of the Haddonfield masseuse who used to own the business at 721 Haddon Ave.

Massage parlors that do not address such questions may be inviting problems, he adds. Other signs that such a business may not be wholly legitimate is whether its license is current.

Philadelphia Massage Parlors: Collingswood massage parlor worker charged with promoting prostitution
December 14, 2011
COLLINGSWOOD — An employee of a borough massage parlor has been providing sexual favors to customers in exchange for cash, Camden County Prosecutor Warren W. Faulk said Wednesday.
Rong Chen, 48, of Philadelphia, was charged with promoting prostitution. She was issued a summons and ordered to appear in court on Dec. 22.
Police received reports of activities that would qualify as prostitution taking place at Zheng Salon in the 700 block of Haddon Avenue. Police, in conjunction with the Camden County Prosecutor’s Office, initiated an investigation. Authorities had gathered evidence during the course of the one week investigation that at least one employee in the business was providing sexual favors to customers in exchange for money, a spokesman for Faulk said.
The borough’s license and inspection officials are conducting a review of the business, the spokesman said. Zheng Salon is currently closed to customers.

Philadelphia Massage Parlors: That Could’ve Gone Better
November 9, 2011
Campbell was accused of exploiting immigrant women by having them work at his massage parlor and perform sexual favors for money (called “extras”) pocketed by Campbell; he allegedly kept the women under constant threat of deportation.
At trial, witness after witness testified about Campbell’s reign of terror.
But the trial came to an abrupt halt when Ukrainian immigrant Liudmyla “Liuda” Ksenych told prosecutors that she recognized defense attorney Rathe as a client from the massage parlor where she worked for Campbell.
U.S. District Court Judge Robert Gettleman declared a mistrial.
In the meantime, in a hearing that had to give new meaning to the words “awkward” and “uncomfortable,” Rathe testified about how he was indeed a massage client of “Liuda,” and had given her gifts and exchanged e-mails with her—but that there was no sex involved.
Campbell is set for a new trial in January, and with a new defense attorney—one who hasn’t frequented his massage parlors.
Philadelphia Massage Parlors: A Client’s View of Prostitution

It has felt natural to him ever since. Many of the encounters are funny. “Wendy” doesn’t meet him at the donut shop on time, so he phones, and she says, “Chester, I’m sorry. Something came up. I’ll be there soon. Give me ten minutes.” (It turns out she was having problems with her landlord.) And then she is disorganized about getting a room, and when they are settling in, it turns out she forgot condoms and invites him to come with her to buy them. He loses interest, but she gets her pay. With “Gwendolyn” as with many of the women, the conversation turns to how she got into the business. She explains, “I was working at a massage parlour, but I hate giving massages, so I figured I’d give this type of work a try.” Brown asks, “A legit massage parlour or a rub-and-tug?” and she replies, “A rub-and-tug, but even at rub-and-tugs you’re expected to give massages, a …
… I believe the partnership has lost the confidence of the landlords and the merchants in town,” he said.
He also went on to criticize the timing of the two street projects and the allowance of a massage parlor to set up shop on Kings Highway earlier this year. Elzey left before the meeting was concluded.
Hodges said she had never met Elzey before and this if he knew her personally he would not be saying such things about her.
Kasko stood up for the partnership and informed Elzey that the organization had nothing to do with the massage parlor coming into town, it was the landlord’s decision to rent the storefront to the current tenant. He also informed the speaker that the Tanner Street reconstruction project was deemed necessary by the borough and its commissioners, while the Ellis and Potter Street projects were driven by Camden County.

But he notes one case of obvious fraud: This May 17, someone used an EBT card to withdraw $147,525 from a welfare account in installments of $1,500.
Think the system has some vulnerability?
Wagner says department management is so lax (his report refers to it as “an attitude of indifference”), there’s no way to tell what’s going on, how money’s spent or even if residents of other states are using our cards.
Welfare officials claim no responsibility to control spending and “no authority to place restrictions on the use” of cards.
Wagner, sensibly, disagrees. He calls for better monitoring, internal reviews and banning purchases “inconsistent with the intent of social-service programs.”
California last year banned assistance cards at spas, massage parlors, strip clubs, tattoo shops, casinos, bail-bond agencies and cruise ships.

Philadelphia Massage Parlors: Business Zoning Changes Fast Tracked After Chinese Massage Parlor Opens
June 10, 2011
Borough officials insists a new Chinese massage parlor that opened this month at 144 Kings Highway East is not the reason for the new regulations. One member of a local Internet chat room referred to it as a “wink, wink massage parlor.”
…
“I found this on the window of my car,” Colombi said recently, holding up a flier for the massage parlor at a meeting of the Partnership for Haddonfield, the borough’s tax-funded business improvement district. “They were all over cars in the Acme parking lot. It’s not legal to put things on cars in Haddonfield. It’s incredible what’s going on. This does not make the town look good.”
…
Officials stressed that any change in zoning laws will not affect businesses that are currently operating, such as the Chinese massage parlor.
