Vigilantism discouraged in Philly strangler search

PHILADELPHIA (AP) – A serial killer who police say sexually assaulted and strangled three women, and possibly attacked three others, in a neighborhood rife with drugs and prostitution might want to hope that authorities find him before the neighbors do.
Residents of Kensington, who once severely beat a suspected rapist based on a police photo, have posted hundreds of comments and theories about the case on a Facebook page titled “Catch the Kensington Strangler, before he catches someone you love.”

Potts said the neighborhood group walks up and down Kensington Avenue and nearby streets each night in the drugs- and prostitution-riddled neighborhood.
Their actions come as police ask residents for information of those involved in the attacks, but also warn the public against taking matters into their own hands.
“We are cautioning people to wait and get the person identified,” said police spokesman Ray Evers. “We need the public to be our eyes,” he said, warning against the potential dangers of vigilante action.
Some residents are pairing up when walking at night.
“I’ve never felt safe alone,” said Arianna Hall-Reinhard. The 22-year-old Kensington resident says she carries pepper spray and joins friends when she heads home from work. “It’s a whole new level of having to be aware,” she said.

All victims were involved in prostitution and narcotics, police said.

Meanwhile, police have also released a video tape of a man seen in the area of the attacks, all of which occurred in a ten-block square area of the Philadelphia neighborhood. Police have described the man in the videotape as a person they wish to question, not necessarily a suspect.
A possible third victim, Allison Edwards, was thought to be a possible victim of the Kensington Strangler. Now, police report that 27 year old Casey Mahoney has been positively identified through DNA evidence as a third victim. Mahoney was found strangled to death in a vacant Kensington city lot. Like the other victims, she is reported to have struggled with drug addiction.
The fact that victims of the Kensington Strangler were involved in prostitution or drugs has dampened interest in some quarters, but not in Kensington. Women are not often seen walking alone, and police presence in the area has been stepped up.

Safarik and his partner, retired FBI agent Robert Ressler, are the founders of Forensic Behavioral Services International, a 16-year-old company that provides expert opinion and analysis to law enforcement agencies, attorneys, Fortune 500 companies and foreign entities.
The three cases that have been linked together are the slayings of Casey Mahoney, 27, Elaine Goldberg, 21, and Nicole Piacentini, 35.
On Tuesday, authorities confirmed public suspicion that the cases were linked. DNA evidence was used to make the connection, police said.
“We now know that this predator is responsible for three murders in this area,” task force Capt. James Clark said at a news conference.
Local police are working with the FBI’s behavioral science experts in Quantico, Va., to develop a profile of the serial killer. Many details in the case have not been released to the public, but it is known that all of the victims are white and, at one time, were allegedly involved in prostitution and narcotics, police said.

DNA tests show the same person attacked at least two women who were found beaten, raped and strangled since early November, police said.
Investigators suspect the serial strangler may be responsible for the most recent strangulation death on Dec. 15.
They don’t know if the same person committed any of the three sexual assaults that have occurred in the area since Halloween. Two survivors said they had been choked to the point of losing consciousness.
The attacks all took place in flophouses or empty lots in an area known for prostitution.

Residents of Kensington are not known for their tolerance. In another case last year, neighbors recognized a man accused of raping an 11-year-old girl from a police photo and took matters into their own hands, beating the man severely before police arrested him. He eventually pleaded guilty. Police Commissioner Charles Ramsey has made it clear that vigilantism will not be tolerated.
Fox News reports that police connected a third murder to two killings over the past few weeks. Three other women have reportedly been assaulted, two being choked into unconsciousness. Police have released a composite sketch and a surveillance photo of a possible suspect.
It doesn’t seem that the present dangers of a serial killer in Kensington have slowed the high-risk behavior of the prostitutes and drug dealers in the area. It is business as usual says Deputy Commissioner William Blackburn, although all of the victims have been described as “struggling with drug addiction”.

Looking over the Facebook page titled, “Catch the Kensington Strangler, before he catches someone you love.,” I could not find one link, phone number or email address for leaving an anonymous tip to the Philadelphia police, nor is there any set leader that can be contacted by private message.  If someone leaves a comment with information and is guilty of any other crime (prostitution, drugs), they could get into trouble because Facebook will publicly display your first and last name, so this may still cause some hesitation to giving up information.  
There are a few places and ways that you can leave an anonymous tip with police, so please choose the best one for you.

Philadelphia police have announced that they are looking for a serial killer, after DNA has linked the deaths of three women to a common suspect. Authorities are offering $30,000 in reward for information that can lead to the arrest of the suspect.
Officers believe that the suspect is responsible for the sexual assault and murder of three strangulated victims — Casey Mahoney, Elaine Goldberg, and Nicole Piacentini — and the attacks of three other victims in the Kensington area of Philadelphia.
Authorities have revealed that the attacks are limited to the Philadelphia area, and the victims are white females involved in prostitution and narcotics.
The attacker has been described to be an African-American male in his early 20s, weighing between 160 and 170 pounds.

PHILADELPHIA (AP) — A serial killer who police say sexually assaulted and strangled three women, and possibly attacked three others, in a neighborhood rife with drugs and prostitution might want to hope that authorities find him before the neighbors do.

Once a middle-class neighborhood of rowhomes a few miles northeast of downtown, Kensington has become a high-crime area with a culture of open-air drugs and prostitution. But it also boasts a nascent gentrification effort as young homeowners and artists move in, attracted by the affordable prices.

And yet even with the murders, police said drug sales and prostitution continue unabated.

Authorities have arrested 120 people involved in prostitution in Kensington since Nov. 19 and obtained DNA swabs from many of them, Blackburn said. More than 40 have been cleared, and tests are pending on the rest.

Tuesday evening, Fox 29s Chris O’Connell picked up the story and filed his report from Kensington.  Police told Chris that they’ll be adding manpower to the special task force set up to catch this killer. They also tell him they are focusing on the person of interest in the surveillance video that we have shown over the last few days. The man in the video walks with a noticeable limp or gait to the left. The man shown in the composite sketches is being connected to the sexual assaults that have also happened in the neighborhood – possibly linking him to the murders as well.
DNA is such an important part to this investigation and police say they have taken 154 swabs from johns and prostitutes arrested in this area since November. 45 of those people have been excluded as suspects.
